The Department of Health, Social Services and Public Safety makes the following Regulations, in exercise of the powers conferred on it by Articles 2(2), 23(1), 23(2)(a) to (d),and (f) to (j), 23(5)(a) to (c), 23(7)(a) to (h) and (j), 25(1), 30, 31(1), 32 and 48 of the Health and Personal Social Services (Quality, Improvement and Regulation) (Northern Ireland) Order 2003(1).

In accordance with Article 23 (8) of that Order it has consulted with representatives whom it considers to be likely to be affected by the Regulations.
