The Department of the Environment makes the following Regulations in exercise of the powers conferred on it by Articles 55(1), (2) and (6) and 110(2) of the Road Traffic (Northern Ireland) Order 1995[1]: Citation, commencement and interpretation 1. —(1) These Regulations may be cited as the Motor Vehicles (Construction and Use) (Amendment No. 3) Regulations (Northern Ireland) 2006 and shall come into operation on 1st October 2006. (2) In these Regulations "the principal Regulations" means the Motor Vehicles (Construction and Use) Regulations (Northern Ireland) 1999[2]. Amendment to Schedule 10 (emissions from certain motor vehicles) 2. —(1) Schedule 10 to the principal Regulations shall be amended in accordance with paragraph (2). (2) In paragraph 7, for sub-paragraph (b) there shall be substituted the following sub- paragraph—

(This note is not part of the Regulations) These Regulations amend the definition of "the emissions publication" in Schedule 10 to the Motor Vehicles (Construction and Use) Regulations (Northern Ireland) 1999 so as to refer to the most recent (i.e. the twelfth) edition of the publication entitled "In-Service Exhaust Emission Standards for Road Vehicles". The publication specifies, with respect to vehicles with spark ignition engines, the maximum permitted carbon monoxide content of exhaust emissions at idling speed and the limits for the ratio of air to petrol vapour entering the combustion chamber, in relation to each of the vehicle models named in the publication. Copies of the emissions publications can be obtained from the Vehicle and Operator Services Agency, Berkeley House, Croydon Street, Bristol, BS5 0DA (Telephone number 0117 954 3277). The ISBN number of the publication will change on 1st January 2007, due to a change in the ISBN numbering system. However, the publication itself will not change. These Regulations have been notified to the European Commission pursuant to European Parliament and Council Directive 98/34/EC of 22nd June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations (O.J.No.L204, 21.7.98, p.37).
