    " (4) The following provisions of the principal Act shall come into force on 1st July 2004 - 


(a) section 278;

(b) sections 351 and 353 (so far as not already in force); and

(c) paragraph 8 of Schedule 12."

    (3) In Schedule 2 - 

(a) for "Sections 2, 351 and 353", substitute "Section 2";

(b) omit the words "278 and"; and

(c) omit the entry for paragraph 8 of Schedule 12.
