The Secretary of State for Transport, in exercise of the powers conferred upon him by sections 7(6), 22(1), (1C) and (2) of the Vehicle Excise and Registration Act 1994[1], hereby makes the following Regulations: Citation and commencement 1. These Regulations may be cited as the Road Vehicles (Registration and Licensing) (Amendment) Regulations 2004 and shall come into force on 1st March 2004. Amendments 2. The Road Vehicles (Registration and Licensing) Regulations 2002[2] shall be further amended in accordance with the following provisions of these regulations. Issue of replacement registration document 3. In regulation 13, after paragraph (2) there shall be added -
Correction of registration document
(c) for paragraph (3)(c) there shall be substituted -
Notification of an alteration to a vehicle
(b) after paragraph (1) there shall be added -
(ii) after the word "vehicle" there shall be added the word "licence".
Notification of a change of the keeper's name or address
(b) after paragraph (1) there shall be added -
Change of keeper
(b) after paragraph (3) there shall be added -
(3B) On receiving notification in accordance with paragraphs (3) or (3A), the Secretary of State shall, subject to regulation 15 -
(b) issue to the new registered keeper a new registration document.".

In regulation 22, after paragraph (2) there shall be added -
(4) Where the new keeper can produce to the Secretary of State that part of the document marked as the part which is to be given to the new keeper, the new keeper may submit an application to the Secretary of State for the issue of a new registration document accompanied by that part. (5) On receiving notification of a change in keeper in accordance with paragraphs (2), (3) or (4), the Secretary of State shall, subject to regulation 15 -
(b) issue to the new registered keeper a new registration document.".

In regulation 24 -
(b) after paragraph (2) there shall be added -
(7) Where the new keeper can produce to the Secretary of State that part of the document marked as the part which is to be given to the new keeper, the new keeper may submit an application to the Secretary of State for the issue of a new registration document accompanied by that part. (8) On receiving notification of a change in keeper in accordance with paragraphs (2), (2A), (5), (6) or (7), the Secretary of State shall, subject to regulation 15 -
(b) issue to the new registered keeper a new registration document.".

In regulation 25 -
(b) after paragraph (1) there shall be added -
(2B) On receiving notification of a change of keeper in accordance with paragraphs (1)(b)(i), (1A), (2) or (2A), the Secretary of State shall, subject to regulation 15 -
(b) issue to the new registered keeper a new registration document.".
Registration of Crown vehicles
(b) regulations 20, 21, 22, 23, 24 and 25 shall apply on a change in the keeper of a vehicle; and (c) regulations 20, 21, 22 and 25 shall apply on a change in the keeper of a vehicle from one Government department to another.".
(This note is not part of the Regulations) These Regulations further amend the Road Vehicles (Registration and Licensing) Regulations 2002 (S.I. 2002/2742) ("the 2002 Regulations"). They introduce a fee of £19 in certain circumstances for persons who require a new vehicle registration document to be issued. Regulation 3 amends regulation 13 of the 2002 Regulations to introduce the fee where an application is made for a replacement registration document because the previous registration document has been, or may have been, lost, stolen, destroyed or damaged, or its particulars have become illegible. Regulations 4 and 5 amend respectively regulations 14 and 16 of the 2002 Regulations to introduce the fee where an application is made for a new registration document, because the previous document is inaccurate or incorrect, but the previous document cannot be produced. Regulation 6 amends regulation 18 of the 2002 Regulations to introduce the fee where an application is made for a new registration document, because there has been a change in the keeper's name or address, but the previous document cannot be produced. Regulations 7 to 10 amend regulations 21, 22, 24 and 25 of the 2002 Regulations, which operate where there is a change in the keeper of a vehicle. The amendments place an obligation on a new keeper to apply, with a £19 fee, for a new registration document where all or the relevant part of the previous document has been, or may have been, lost, stolen or destroyed. Under regulations 8 and 9, amending respectively regulations 22 and 24 of the 2002 Regulations, where the new keeper can produce the part of the document which has to be given to a new keeper, a fee is not payable. Regulation 11 amends regulation 30 of the 2002 Regulations, to provide for the application to Government departments of regulations 13, 14, 15, 16 and 18 of the 2002 Regulations, concerning replacement documents.
