The Federal Republic of Yugoslavia (Freezing of Funds) (Amendment) Regulations 2001

  Made 11th September 2001 
  Laid before Parliament 11th September 2001 
  Coming into force 2nd October 2001 

Whereas the Treasury are a government department designated[1] for the purposes of section 2(2) of the European Communities Act 1972[2] in relation to (i) measures relating to the interruption or reduction, in part or completely, of economic relations with one or more countries which are not Member States, and (ii) measures relating to the movement of capital and to payments, between Member States and between Member States and countries which are not Member States;

     Now, therefore, the Treasury, in exercise of the powers conferred on them by that section, hereby make the following Regulations:

     1. These Regulations may be cited as the Federal Republic of Yugoslavia (Freezing of Funds) (Amendment) Regulations 2001 and shall come into force on 2nd October 2001.

    
2. At the end of Regulation 1(2)(b) of the Federal Republic of Yugoslavia (Freezing of Funds) Regulations 2001[3], there is added ", as amended by Commission Regulation (EC) No. 1205/2001 of 19th June 2001 amending, for the first time, Council Regulation (EC) No. 2488/2000 of 10th November 2000 maintaining a freeze of funds in relation to Mr Milosevic and those persons associated with him"[4].

EXPLANATORY NOTE

(This note is not part of the Regulations)


Council Regulation (EC) No. 2488/2000 of 10th November 2000 maintains a freeze on the funds of Mr Milosevic and of the persons associated with him who are listed in Annex I to the Regulation. Commission Regulation (EC) No. 1205/2001 of 19th June 2001 amends Regulation 2488/2000 by substituting a new, and much shorter, version of Annex I.

The Federal Republic of Yugoslavia (Freezing of Funds) Regulations 2001 provide that breaches of certain provisions of Regulation 2488/2000 are to be criminal offences. The present Regulations amend those Regulations so that they refer to Council Regulation 2488/2000 as amended by Commission Regulation 1205/2001.
