In exercise of the powers conferred on the Secretary of State by sections 79V and 104(4) of the Children Act 1989[1] the Secretary of State for Education and Skills hereby makes the following Regulations: Citation, commencement and extent 1. - (1) These Regulations may be cited as the Day Care and Child Minding (Functions of Local Authorities: Information, Advice and Training) (England) Regulations 2001 and shall come into force on 1st September 2001. (2) These Regulations apply only in relation to England. Interpretation 2. - (1) In these Regulations:
(b) the substance of the supporting criteria which relate to child minding; (c) the requirements of the Act which relate to child minding; and (d) the process by which application for registration for child minding under Part XA of the Act may be made;
(b) the substance of the supporting criteria which relate to the provision of day care; (c) the requirements of the Act which relate to the provision of day care; and (d) the process by which application for registration for the provision of day care under Part XA of the Act may be made;
Information and Advice
(b) the provision of child minder's pre-registration briefing sessions; (c) the provision of child minder's pre-registration courses; (d) such other information and advice as a local authority considers is necessary to enable a person to meet the requirements of the Act.
(3) The provision of information and advice may include the provision of day care pre-registration briefing sessions and day care pre-registration courses. (This note is not part of the Regulations) These Regulations require local authorities to secure the provision of information and advice about child minding and day care to persons who provide or assist in providing child minding or day care or who have an interest in the provision of child minding or day care. The Regulations also provide that local authorities are to secure the provision of training for persons who provide or assist in providing child minding or day care. Local authorities are to publish information concerning the information, advice and training which is provided. Notes: [1] 1989 c. 41. Section 79V was inserted into the Children Act 1989 by section 79 of the Care Standards Act 2000 (c. 14).
