[2] This paragraph substitutes section 221 of the Water Industry Act 1991 (c. 56). Section 221 of that Act extends to England and Wales only (see section 222(3) of that Act), and accordingly so does paragraph 1(1) of Schedule 21 to the Environment Act 1995 (see section 125(10) of that Act).back
