The Secretary of State for the Environment, Transport and the Regions makes this Instrument in exercise of powers conferred by section 106(3) of the Highways Act 1980[1] and now vested in him[2] and of all other powers enabling him in that behalf: 1. This Instrument may be cited as The County Council of Norfolk (Construction of Old Barge Yard Foot/Cycle Bridge, Norwich) Scheme 2000 Confirmation Instrument 2000 and shall come into force on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980. 2. The County Council of Norfolk (Construction of Old Barge Yard Foot/Cycle Bridge, Norwich) Scheme 2000 ("the Scheme") is hereby confirmed with modifications. 3. The Scheme as confirmed is set out in the Schedule hereto (including the plan) and copies of the Scheme with its accompanying plan as modified are deposited at the offices of the Department of the Environment, Transport and the Regions, Great Minster House, 76 Marsham Street, London SW1P 4DR, and at the offices of the Norfolk County Council, at County Hall, Martineau Lane, Norwich NR1 2DH. Dobbie Regional Director, Government Office for the North East 5th October 2000 The County Council of Norfolk (hereinafter referred to as "the Council") make this Scheme in exercise of their powers under Section 106(3) of the Highways Act 1980 and of all other powers enabling them in that behalf: - 1. The Council are authorised to construct over the navigable waters of the River Wensum the bridge specified in the Schedule to the Scheme as part of the highway which they are proposing to construct between Old Barge Yard and The Street in the City of Norwich in the said County. 2. This Scheme may be cited as the County Council of Norfolk (Construction of Old Barge Yard Foot/Cycle Bridge, Norwich) Scheme 2000. Given under the common seal of the Council on the 8th day of May 2000 The location and general design of the bridge are shown on the plan CWBZ90024/HAPP/01 annexed hereto. Points of commencement and termination From a point on the west bank of the River Wensum at Old Barge Yard 72 metres east of the junction of Old Barge Yard and King Street 300 metres downstream of Foundry Bridge, Norwich. To a point on the east bank of the River Wensum at The Street 140 metres south-west of the junction of Riverside and Koblenz Avenue, Norwich. Span Three spans with a main river span of 21.2 metres and east and west approach spans of 10.2 metres and 7.0 metres respectively. Headway Not less than 3.1 metres above the mean high water spring tide level (MHWS) of 1.0 metre when the bridge is in its closed position. Waterway A minimum clear navigable waterway of 15.0 metres. Overall dimensions The bridge deck has an overall width of 5.5 metres and will carry a 1.5 metre cycleway, with a footway of 1.5 metres width on either side.
