     3. For the purposes of the School Teachers' Pay and Conditions Act 1991, a lump sum incentive payment made by an authority or the governing body of a school maintained by an authority to a school teacher - 

(a) on his taking up a relevant post following his qualification as a teacher; or

(b) following the successful completion of his induction period, on his taking up or remaining in a relevant post,

shall not be regarded as remuneration.
