"parent governor representative" means a person elected to a committee of an education authority or authorities in accordance with regulations 3 to 7 of the Education (Parent Governor Representatives) Regulations 1999[3]; and

"small school" means - 

(a) a primary school other than a special school with no more than 200 registered pupils,

(b) a secondary school other than a special school with no more than 600 registered pupils, or

(c) a special school with no more than 600 registered pupils.

     4. In regulation 5(2) (rate of standards fund grant) the following entries shall be inserted at the end of the table in the left hand and right hand columns respectively -

     5. In regulation 11(1) for "or 37(c)" there shall be substituted ", 37(c), 41, 42 or 45".

     6. In Schedule 1 after paragraph 39 there shall be added the following paragraphs - 

     " 40. Support for parent governor representatives in carrying out their functions.

     41. Support for measures to improve areas within schools used by staff for purposes other than teaching.

     42. Administrative support for small schools, including support in relation to - 


(a) the employment of additional administrative support staff and of existing administrative support staff for additional hours;

(b) the provision of additional staff to assist such schools for periods during which headteachers or deputy headteachers are carrying out administrative duties; and

(c) the provision of bursarial services.



     43. Support for the establishment of city learning centres, including support in relation to - 



(a) the design and capital costs of such centres;

(b) the recruitment and training of staff;

(c) the provision of computer hardware and software and networking costs; and

(d) building maintenance and security costs.



     44. Support for the capital and running costs of Phase 1 of the DomEx project, including support in relation to - 



(a) the recruitment and training of staff;

(b) the provision of computer hardware and software and networking costs; and

(c) the costs of producing teaching and learning materials.



     45. Support for research projects related to the raising of education standards which are undertaken by teachers in schools participating in Excellence in Cities.

     46. Support for prospective non-statutory education action zones in the development of their final plans for approval by the Secretary of State for Education and Employment."
