Whereas, it having appeared to the Secretary of State that sufficient progress had been made in implementing the agreement reached at multi-party talks on Northern Ireland set out in Command Paper 3883 ("the Belfast Agreement"), he laid before Parliament the draft of this Order: And whereas the draft Order has been approved by a resolution of each House of Parliament: And whereas the Secretary of State has submitted the draft Order to Her Majesty in Council: Now, therefore, Her Majesty, in exercise of the powers conferred by section 3(2) of the Northern Ireland Act 1998[1] is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:- 1. This Order may be cited as the Northern Ireland Act 1998 (Appointed Day) Order 1999 and shall come into force on 2nd December 1999. 2. The appointed day for the commencement of Parts II and III of the Northern Ireland Act 1998 is 2nd December 1999. A. K. Galloway Clerk of the Privy Council (This note is not part of the Order) This Order appoints 2nd December 1999 as the day for the commencement of Parts II and III of the Northern Ireland Act 1998. Part II, which deals with the legislative powers of the Northern Ireland Assembly, and Part III, which deals with the Executive Authorities, implement, in those regards, the Belfast Agreement. The Northern Ireland Act 1998 (Commencement No. 5) Order 1999 (S.I. 1999/3209 (C. 85)) brings into force on the day appointed under this Order the following provisions of the 1998 Act: Sections 1, 2 and 4 Sections 31 to 39, 40(1) to (9), 40(10), so far as not already in force, 41 to 48, 49(2)-(4), 50 and 51 Sections 52 to 54 and 56 Sections 57 to 67 Sections 69(3), partially, and (4), 71(1), partially, and (3) and (4) and 76 to 78 Sections 79, partially, 80, 81, 82(1) and (2), 83 to 85, 87 to 89 and 94 Sections 95(1) to (4) and (5), (partially), 99, (partially), 100(1), partially, and (2), partially Schedules 1 to 4 Schedule 5, partially Schedule 6 Schedule 10, partially Schedule 12, partially Schedule 13, partially Schedule 14, partially Schedule 15, partially (This Note is not part of the Order) The following provisions of the 1998 Act come into force under the orders, and on the dates, indicated below.
