Whereas under section 17(1) of the Local Government (Scotland) Act 1973[1], as read with Schedule 5 to that Act[2], the Local Government Boundary Commission for Scotland on 3rd April 1998 submitted to the Secretary of State a report on a review together with its proposals for the future electoral arrangements for the area of Moray Council;
Now, therefore, in exercise of the powers conferred on him by sections 17(2) and 233(3) of, and Schedule 5 to, the said Act and of all other powers enabling him in that behalf, the Secretary of State hereby makes the following Order:
Citation and commencement
1. This Order may be cited as the Moray (Electoral Arrangements) Order 1998 and shall come into force on 1st January 1999.
Interpretation
2. In the Schedule to this Order-
-
(a) a reference to-
-
(i) an electoral ward is a reference to that electoral ward as constituted in this Order; and
(ii) a road, footpath, railway line, river, burn or canal shall, where the context so admits, be construed as a reference to the centre line of the feature concerned; and
(b) the following abbreviations are used:-

"EW" for electoral ward;

"NG Ref" for National Grid Reference as published on Ordnance Survey Maps.
Electoral arrangements
3.
The area of Moray Council shall be divided into 26 wards, having the names, contents and boundaries set forth in the Schedule to this Order.

Ward 1 Elgin - Bishopmill West
Commencing on the River Lossie at NG Ref NJ 1937 6260; then northward in a straight line to the northern boundary of Oak Wood where it meets the eastern boundary of Quarry Wood; then northeastward to the junction of the track and the unclassified road southeast of Woodside Stud; then continuing northeastward along the said track to the B9012 road; then southeastward along the said road to a point in line with the northern boundary of Spynie Hospital; then northeastward in a straight line to the said boundary and the line of a field boundary; then northwestward, northeastward, southeastward and northeastward along the line of field boundaries to NG Ref NJ 2132 6454 and continuing northeastward in a straight line to NG Ref NJ 2183 6479 on Lossiemouth Road; then generally southward along Lossiemouth Road to the junction with North Street; then generally southward along the said street to the River Lossie; then generally westward along the said river to the point of commencement.
Ward 2 Elgin - Bishopmill East
Commencing at the junction of the northern and eastern boundaries of EW 1 (Elgin - Bishopmill West) on Lossiemouth Road in line with field boundaries leading eastward from NG Ref NJ 2183 6479 and passing immediately to the north of Muir of Linksfield; then generally northeastward along the said field boundaries to and southward along the access road to Spynie to the unclassified road leading past Linksfield Crossing and Wester Calcots; then generally southeastward and southward along the said road and its prolongation in a straight line to the northern boundary of Kirkhill Wood; then generally southeastward along the northern and eastern boundaries of the said wood; then southward to and westward along the River Lossie to a point in line with the rear curtilage of No 8 Findhorn Court; then northward along the rear curtilages of Nos 7 to 1 Findhorn Court to and generally northward along the path leading to Riverside Drive; then southwestward along Riverside Drive to Newmill Road; then generally northward along the said road to and westward along the southern boundary of Deanshaugh playing field to the River Lossie; then generally westward along the said river to and northward along the eastern boundary of EW 1 to the point of commencement.
Ward 3 Elgin - Cathedral
Commencing on the western and southern boundaries of EW 2 (Elgin - Bishopmill East) on the River Lossie; then generally eastward along the southern boundary of EW 2 to its confluence with the Burn of Linkwood; then generally southwestward along the said burn to the bridge carrying the Inverness to Aberdeen railway; then westward along the said railway to the point at which it is crossed by New Elgin Road; then northeastward along the railway track leading to the Goods Station to a point in line with the footpath running to the rear of the eastern curtilages of properties on Duff Avenue; then generally northwestward along the said footpath to Institution Road; then generally southwestward along the said road to and northwestward along Abbey Street and Glover Street to High Street; then westward along the said street to and northward along Lossie Wynd to Alexandra Road; then westward along the said road to a point in line with Cumming Street; then northward to and along the said street to North Street; then northward along the said street to the point of commencement.
Ward 4 Elgin - Central West
Commencing on the River Lossie and the southern boundary of EW 1 (Elgin - Bishopmill West) on the eastern boundary of the property known as Gallowhill; then generally eastward along the said boundary to its junction with the western boundary of EW 3 (Elgin - Cathedral); then generally southeastward and southwestward along the said EW boundary to the point where the railway track leading to the Goods Station is crossed by New Elgin Road; then westward along the said railway to the point where it crosses the River Lossie; then generally northwestward southwestward, northward and northeastward along the River Lossie to the point of commencement.
Ward 5 New Elgin West
Commencing on the southern boundary of EW 4 (Elgin - Central West) at a point where the Inverness to Aberdeen railway line crosses the River Lossie; then eastward along the said EW boundary to the point where the railway line is crossed by New Elgin Road; then southeastward along New Elgin Road to a point in line with the southeastern boundary of the Dookit Park playing field and the northwestern boundary of No 10 New Elgin Road; then southwestward and southeastward along the eastern boundary of the said playing field to North Street; then southwestward along North Street and Springfield Road to its junction with Gordon Street; then southward along Gordon Street to its junction with Birnie Road; then southwestward and southward along Birnie Road to the track along the eastern margin of Mayne Wood; then northwestward along the said track to a point due west of Hardhillock Golf Club House; then due westward in a straight line to and northwestward and southwestward along the western margin of Mayne Wood to the line of field boundaries leading southwestward from the southern end of the access road past Mayne House; then continuing southwestward along the said field boundaries to the River Lossie; then generally northward along the River Lossie to the point of commencement.
Ward 6 New Elgin East
Commencing on the western and southern boundary of EW 3 (Elgin - Cathedral); then eastward along the said EW southern boundary to a point where the Inverness to Aberdeen railway is crossed by Reiket Lane; then southwestward and southward along Reiket Lane to its junction with the unclassified road leading to Linkwood; then northwestward along the said unclassified road to its junction with the southern boundary of the Public House at NG Ref NJ 2292 6166; then southwestward and northwestward along the said boundary to the junction with Thornhill Road; then southwestward along Thornhill Road crossing the A941(T) road and continuing generally southwestward along Birnie Road to its junction with Gordon Street and the eastern boundary of EW 5 (New Elgin - West); then generally northward, northeastward and northwestward along the said EW boundary to the point of commencement.
Ward 7 Forres East
