Whereas under section 17(1) of the Local Government (Scotland) Act 1973[1], as read with Schedule 5 to that Act[2], the Local Government Boundary Commission for Scotland on 15th October 1998 submitted to the Secretary of State a report on a review together with its proposals for the future electoral arrangements for the area of Comhairle nan Eilean Siar;
Now, therefore, in exercise of the powers conferred on him by sections 17(2) and 233(3) of, and Schedule 5 to, the said Act and of all other powers enabling him in that behalf, the Secretary of State hereby makes the following Order:
Citation, commencement and application
1. - (1) This Order may be cited as the Comhairle nan Eilean Siar (Electoral Arrangements) Order 1998 and shall come into force on 1st January 1999.
(2) This Order shall apply only for the purposes of elections to be held after 30th April 1999.
Interpretation
2. In the Schedule to this Order-
-
(a) a reference to-
-
(i) an electoral ward is a reference to that electoral ward as constituted in this Order; and
(ii) a road, footpath, railway line, river, burn or canal shall, where the context so admits, be construed as a reference to the centre line of the feature concerned; and
(b) the following abbreviations are used:-

"EW" for electoral ward;
-
"NG Ref" for National Grid Reference as published on Ordnance Survey Maps.
Electoral arrangements
3.
The area of Comhairle nan Eilean Siar shall be divided into 31 wards, having the names, contents and boundaries set forth in the Schedule to this Order.
Revocation
4.
The Western Isles Islands Area (Electoral Arrangements) Order 1992[3] is hereby revoked.

Ward 1 Port of Ness
Commencing on the northern boundary of Comhairle nan Eilean Siar at a point in line with the mouth of the Swainbost River; then generally northeastward, eastward, southeastward and southwestward along the said council boundary to a point in line with the mouth of an unnamed river immediately south of Dun Othail; then westward in a straight line to the mouth of the said unnamed river at NG Ref NB 5412 5136; then northwestward in a straight line to the point where an unclassified road linking the A857 and B8015 roads crosses the Swainbost River at NG Ref NB 5170 6213; then northwestward along the said river and the continuation thereof to the point of commencement.
Note: EW 1 includes the islands of Sula Sgeir and Rona and all the islands along the northern coastal extent.
Ward 2 Dell
Commencing on the northern boundary of Comhairle nan Eilean Siar where it meets the western boundary of EW 1 at a point in line with the Swainbost River; then southeastward along the said EW boundary to the mouth of an unnamed river immediately to the south of Dun Othail, NG Ref NB 5412 5136; then southwestward in a straight line to a cairn northeast of Beinn Mheadhonach at NG Ref NB 4940 5039; then southwestward in a straight line to the summit point of the said hill; then southwestward in a straight line to the confluence of the Allt a Deas Muirneag and the Gress River at NG Ref NB 4509 4799; then northwestward in a straight line to the source of the Allt Fisgro at NG Ref NB 4036 5406; then generally northeastward and northwestward along the said river and the continuation thereof to the northern boundary of Comhairle nan Eilean Siar; then northeastward along the said council boundary to the point of commencement.
Note: EW 2 includes all the islands along the northern coastal extent.
Ward 3 Barvas and Arnol
Commencing on the northern boundary of Comhairle nan Eilean Siar where it meets the western boundary of EW 2 at a point in line with the mouth of the Allt Fisgro; then generally southeastward along the said EW boundary to the confluence of the Allt a Deas Muirneag and the Gress River at NG Ref NB 4509 4799; then southwestward in a straight line to the southern shore of Loch Taravat where an unnamed burn flows into the said loch, NG Ref NB 4273 4606; then southwestward in a straight line to the point where the A857 road crosses an unnamed burn flowing northwestward from Loch Gunna at NG Ref NB 3987 4163; then southwestward in a straight line to the point where the Gleann Svainagdail enters Loch nan Caorann, NG Ref NB 3427 3967; then northward in a straight line to the confluence of the Gleann Bhruthadail and its unnamed tributary north of Roishal Beag, NG Ref NB 3389 4342; then northwestward and northward along the said burn to the eastern shore of Loch Bhruthadail; then southwestward, westward and northward along the eastern, southern and western shores of the said loch to a path leading to Arnol, NG Ref NB 3128 4604; then generally northward along the said path to the point where it crosses the Allt a Gharaidh Uir at NG Ref NB 3100 4779; then westward along the said river to NG Ref NB 3088 4778; then northwestward in a straight line to a field boundary at NG Ref NB 3087 4786; then northwestward along the line of a field boundary to NG Ref NB 3080 4796; then northwestward in a straight line to a point on a field boundary at NG Ref NB 3075 4802; then southwestward along the said field boundary and the continuation thereof to the River Arnol; then northward along the said river to the eastern shore of Loch Arnol; then northward along the said shore to the River Arnol; then northwestward along the said river and the continuation thereof to the northern boundary of Comhairle nan Eilean Siar; then northeastward along the said council boundary to the point of commencement.

Ward 4 Shawbost
Commencing on the northern boundary of Comhairle nan Eilean Siar where it meets the western boundary of EW 3 at a point in line with the mouth of the River Arnol; then generally southeastward along the said EW boundary to the point where the Gleann Svainagadail flows into Loch nan Caorann at NG Ref NB 3427 3967; then southwestward in a straight line to the point where the Gleann Leitir flows into Loch Leitir, NG Ref NB 3290 3846; then southwestward in a straight line to the summit of Stacashal at NG Ref NB 3070 3739; then westward in a straight line to the point where an unnamed burn flows into Loch nan Breac on the eastern shore of the said loch, NG Ref NB 2833 3716; then northwestward in a straight line to the point where the Gleann Eiracleit flows out of Loch Airigh Seibh, NG Ref NB 2636 3832; then northwestward in a straight line to the source of the Allt Gleaharan at NG Ref NB 2403 4087; then northwestward in a straight line to a cairn located to the west of Dalbeg and continuing northwestward in a straight line to the northern boundary of Comhairle nan Eilean Siar; then northeastward and southeastward along the said council boundary to the point of commencement.

Commencing on the northern boundary of Comhairle nan Eilean Siar where it meets the western boundary of EW 4; then southeastward and eastward along the western and southern boundaries of EW 4 to the summit of Stacashal at NG Ref NB 3070 3739; then southward in a straight line to a point west of Loch Beinn nan Surrag at NG Ref NB 3123 3103; then southwestward in a straight line to the source of the Allt na Creige Guirme at NG Ref NB 3046 2964; then southwestward and southeastward along the said burn to the point where it enters Loch Achmore; then southwestward in a straight line to the summit of Roineval at NG Ref NB 2329 2123; then northward in a straight line to a point on the Allt na Muilne at NG Ref NB 2201 2956; then northward in a straight line to Loch Grimersta; then generally northward along the said loch into Loch Ceann Hulavig, passing to the west of Eilean an Tighe and Orasay Island and to the east of Eilean Trosdam to Loch Roag; then northward along the said loch passing to the west of Bratanish Mor and to the east of Eilean Kearstay into East Loch Roag and passing to the east of Keava and Vacasay Island to the northern boundary of Comhairle nan Eilean Siar; then generally northeastward along the said council boundary to the point of commencement.

Ward 6 Uig
Commencing on the northern boundary of Comhairle nan Eilean Siar where it meets the western boundary of EW 5; then generally southeastward along the said EW boundary to the summit of Roineval at NG Ref NB 2329 2123; then eastward in a straight line to the eastern shore of Loch Langavat; then generally southwestward along the eastern and southern shores of the said loch to the point where the Langadale River enters the said loch at NG Ref NB 1549 1287; then southwestward along the said river to the point where it is crossed by a track leading from Vigadale Bay at NG Ref NB 1484 2105; then northwestward along the said track to a point in line with the southeastern shore of Loch Chleistir, NG Ref NB 1249 1301; then northward to and generally northward along the eastern shore of the said loch to the point where the Abhainn a Chlair Bhig enters the loch, NG Ref NB 1248 1338; then generally northwestward along the Abhainn a Chlair Bhig to its confluence with the Abhainn Mhor Ceann Resort at NG Ref NB 1119 1641; then northwestward along the said river to Loch Resort; then generally southwestward along the centre line of the said loch passing to the south of Bogh a Bhasa Moil; then northwestward passing to the east of Greine Sgeir and Duisker to the western boundary of Comhairle nan Eilean Siar; then northward and northeastward along the said council boundary to the point of commencement.

Commencing at NG Ref NB 4330 3455 on the eastern boundary of EW 11 at the junction of Perceval Road South and Anderson Road; then southwestward along Goathill Road to its junction with an access road to Barony Square; then northwestward along the said access road to and southwestward along Barony Square to a point in line with the curtilage between Nos 1 and 3 Barony Square; then northwestward to and along the said curtilage to and continuing northwestward along the rear curtilages of Nos 5 to 9 Barony Square to and northwestward across Barony Square to and continuing northwestward along the curtilage between Nos 22 and 24 Barony Square to the northwestern curtilage of No 22 Barony Square; then southwestward along the northwestern curtilages of Nos 22 to 18 Barony Square and No 13 Jamieson Drive to Jamieson Drive; then northwestward along the said drive to the eastern boundary of EW 12; then northwestward, southwestward, northwestward and northward along the said EW boundary to the southern boundary of EW 11; then southeastward along the said EW boundary to the point of commencement.
