The Secretary of State for Wales, in exercise of the powers conferred on him by sections 6(3) and 15(6) of the Local Government Act 1988[1], and of all other powers enabling him in that behalf, hereby makes the following Regulations: Citation and commencement 1. These Regulations may be cited as the Local Government Act 1988 (Competition) (Wales) Regulations 1998 and shall come into force on 30th September 1998. Amendments 2. The Regulations specified in column (1) of the Schedule to these Regulations are amended to the extent indicated in column (2) of that Schedule. Revocations 3. In the Local Government Act 1988 (Competition) (Wales) Regulations 1997[2], regulations 2(2), 3(2), 4(1) and 5(2) are revoked. (This note is not part of the Regulations) Regulation 2 of and the Schedule to these Regulations amend the Regulations specified in that Schedule ("the respective Regulations") which were made under Part I of the Local Government Act 1988 (Competition) in respect of the defined activities of construction and property services (S.I. 1997/127), financial services (S.I. 1997/130), housing management services (S.I. 1997/935), legal services (S.I. 1997/126), information technology services (S.I. 1997/125), personnel services (S.I. 1997/129) and supervision of parking, management of vehicles and security work (S.I. 1997/128). Those respective Regulations (and in consequence the present Regulations) apply only to certain defined authorities in Wales. In the case of all services, in regulation 3 (but in the case of supervision of parking, management of vehicles and security work in regulation 2) of the respective Regulations a new date is specified for the application of section 6 (functional work: restrictions) of that Act of 1988. The respective new dates are:
(b) 1st June 2000 (instead of 1st June 1999) in relation to security work and supervision of parking; (c) 1st October 2000 (instead of 1st October 1999) in relation to all the other services.
