The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 31 of the London Docklands Development Corporation Act 1994[1], and of all other powers enabling him in that behalf, having consulted the councils of the London boroughs of Newham and Tower Hamlets (which are the borough councils for the areas in which there is situated land included within the limits of jurisdiction by this Order), and with the consent of the British Waterways Board so far as is required by section 34(5)(a) of that Act, hereby makes the following Order (which does not include any area of land vested in the Port of London Authority[2]) - Citation commencement and interpretation 1. - (1) This Order may be cited as the London Docklands Development Corporation (Alteration of Designated Areas) Order 1998 and shall come into force on 9th March 1998. (2) In this Order references to "the 1994 Act" are to the London Docklands Development Corporation Act 1994. Alteration of land comprised in the designated areas 2. - (1) In this article, "the Maps" means the maps respectively labelled "Map 1", "Map 2", "Map 3", "Map 4", "Map 5" and "Map 6" entitled "London Docklands Development Corporation Alteration of Designated Areas Maps 1 to 6 January 1998", one set of which, signed by an Under Secretary in the Government Office for London, has been deposited and is available for inspection at each of the following offices, that is to say, the offices of the Secretary of State for the Environment, Transport and the Regions, the London Docklands Development Corporation, and the councils of the London boroughs of Newham, Southwark and Tower Hamlets. (2) The designated areas are altered by -
(b) the inclusion within the designated areas of the areas shown coloured pink on the Maps and described in Part 2 of the Schedule to this Order,
and, as regards any matter arising after the date of the coming into force of this Order, any reference in the 1994 Act to the designated areas shall be a reference to the designated areas as altered by this Order. Albion Dry Dock. 1. Map 1 - Albion Dry Dock. Hermitage Basin and Shadwell Basin 2. Map 2 -
(b) land to the west of Shadwell New Basin comprising land to the north of Benson Quay; and (c) land to the south of Peartree Lane.
Blackwall Basin, Poplar Dock and Millwall Outer Dock
(b) two areas of land to the North of Blackwall Basin; (c) land at the north western corner of the Blackwall Basin Graving Dock; and (d) land to the north of the Amphitheatre at the eastern end of Millwall Dock.
East India Dock Basin
(b) East India Dock Basin.
Royal Victoria Dock and Royal Albert Dock
(b) three areas of land to the north of the cutting between the Royal Victoria Dock and the Royal Albert Dock; and (c) two areas of land to the south of the Royal Albert Dock at its western end.
King George V Dock and Albert Basin
(b) two areas of land at the eastern end of the Royal Albert Dock.
Hermitage Basin and Shadwell Basin 1. Map 2 -
(b) land adjacent to the Western Dock Canal System Wapping comprising -
(ii) land to the south of 15 to 21 Waveney Close; (iii) land to the south of 13 to 21 Roding Mews; (iv) path between Roding Mews and Welland Mews; (v) land to the south of 13 to 20 Welland Mews; (vi) land to the south of Fowey Close; (vii) land between Fowey Close and Mace Close; (viii) land to the south of Tobacco Dock; (ix) land between 53 and 54 Waterman Way; and (x) land to the north of 30 Vinegar Street; and
(c) land near Shadwell Basin comprising -
(ii) land to the east of 56 Newlands Quay; (iii) land to the south of St Paul's Church; (iv) land to the east of Benson Quay; and (v) land to the south of Shadwell Old Basin and Brussels Wharf.
Blackwall Basin, Poplar Dock and Millwall Outer Dock
(b) land to the south of the Impounding Lock to the South Dock entrance; (c) land between Westferry Road and Marsh Wall; (d) land to the east of Marsh Wall at the western end of South Quay; (e) the Heron Quays Canal and drawbridge between West India Dock and West India Dock South; (f) land to the west of the Millwall Inner Dock between Enterprise House and Muirfield Crescent; (g) land to the south of the slipway at Limehouse Reach; (h) two areas of land along the south of the Millwall Outer Dock; (i) land to the north of the Amphitheatre at the eastern end of Millwall Dock; (j) two areas of land along the eastern side of the Millwall Outer Dock; (k) land adjacent to 2 Pepper Street; (l) land on Marsh Wall to the east of the Millwall Cutting Bridge; (m) land to the north of Lawn House Close; (n) land at the eastern end of South Dock at Dollar Bay; (o) two areas of land on Preston's Road to the north of the South Dock Road Bridge; (p) land to the east of 29 Coldharbour; (q) three areas of land on the north side of Blackwall Basin; (r) land to the west of Poplar Dock Cut; (s) land to the north and west of Poplar Dock; (t) land to the north of the junction of Landons Close and Prestons Road; (u) land to the north and south of the West India Dock Cut to Blackwall Basin; and (v) land at the eastern end of the West India Dock North.
Royal Victoria Dock and Royal Albert Dock
(b) land to the north of the Royal Victoria Dock at its eastern end; (c) land beneath the road bridge at the junction of the Royal Victoria and Royal Albert Docks; and (d) two areas of land to the south of the Royal Albert Dock at its western end.
King George V Dock and Albert Basin
(b) land to the south of the cutting between the Royal Albert Dock and the Albert Basin; (c) land to the east of the Albert Basin; (d) land adjacent to the River Thames to the north of the King George V Dock; and (e) land adjacent to the River Thames to the north of the entrance lock to the Royal Albert Dock.
(This note is not part of the Order) This Order alters the designated areas referred to in the London Docklands Development Corporation Act 1994 ("the 1994 Act"). These are the areas in respect of which the functions of the London Docklands Development Corporation under the 1994 Act are exercisable. The areas removed are each shown coloured black on Map A below, and the areas included are each shown coloured black on Map B below. A draft Order laid under section 34(8) of the 1994 Act for the transfer to four successor bodies of the functions of the London Docklands Development Corporation under that Act, which will apply in relation to the designated areas as so altered, was laid before Parliament on 21st January 1998. The maps referred to in article 2 of the Order may be inspected during normal office hours at the following offices -
(b) the London Docklands Development Corporation, Thames Quay, 191 Marsh Wall, London E14 9TJ; (c) the council of the London borough of Newham, Town Hall, Barking Road, East Ham, London E6 2RP; (d) the council of the London borough of Southwark, Council Offices, Chiltern House, Portland Street, London SE17 2ES; and (e) the council of the London borough of Tower Hamlets, Town Hall, Mulberry Place, 5 Clove Crescent, London E14 2BG.
