The Secretary of State, in exercise of the powers conferred on him by sections 2(9) and 15(5) of the Local Government Act 1988[1], and of all other powers enabling him in that behalf, hereby makes the following Order: Citation and commencement 1. This Order may be cited as the Local Government Act 1988 (Defined Activities) (Exemption) (Stevenage Borough Council and Three Rivers District Council) Order 1997 and shall come into force on 1st January 1998. Exemption 2. The management of sports and leisure facilities[2] shall not be treated as a defined activity so long as it is carried out by Stevenage Borough Council during the period beginning with 1st January 1998 and ending with 31st May 1999 at the following premises -
(ii) Stevenage Swimming Pool, St. George Way; (iii) John Henry Newman Leisure Centre, Hitchin Road.

The management of sports and leisure facilities shall not be treated as a defined activity so long as it is carried out by Three Rivers District Council during the period beginning with 1st June 1998 and ending with 31st May 2000 at Sir James Altham Swimming Pool, Little Oxhey Lane, South Oxhey. (This note is not part of the Order) Under Part I of the Local Government Act 1988 (competition), work falling within certain defined activities may be carried out by local authorities only if specified conditions are fulfilled. Article 2 exempts from the requirements of Part I the management of the sports and leisure facilities named in that article by Stevenage Borough Council from 1st January 1998 to 31st May 1999. Article 3 exempts from those requirements the management of the sports and leisure facilities named in that article by Three Rivers District Council from 1st June 1998 to 31st May 2000.
