The Secretary of State for Wales, in exercise of the powers conferred upon him by section 1AA(3)(a) of the Leasehold Reform Act 1967[1], section 17 of the Housing Act 1996[2], and of all other powers enabling him in that behalf, hereby makes the following Order: Citation and commencement 1 . This Order may be cited as the Leasehold Reform and Housing (Excluded Tenancies) (Designated Rural Areas) (Wales) Order 1997 and shall come into force on 1st April 1997. Interpretation 2 . - (1) In this Order, references to the communities of Ewenny, Llangan and Llangollen, are references to those communities as altered[3]. (2) In paragraph (1), "altered", in relation to a community, means that community as it exists on and after 1st April 1997. Designated rural areas 3 . Each community referred to in the Schedule to this Order shall -
(b) be a rural area designated for the purposes of section 17 of the Housing Act 1996 (tenant's right to acquire his dwelling).

(This note is not part of the Order) This Order applies to Wales. In this Order the Secretary of State designates rural areas under the Leasehold Reform Act 1967 ("the 1967 Act"), section 1AA, and the Housing Act 1996 ("the 1996 Act"), section 17. The 1967 Act, section 1AA, provides for an additional right to enfranchisement for houses above the applicable "low rent" limit under section 4 of that Act. This Order designates rural areas where this additional right does not apply. The 1996 Act, section 16, provides a right for a tenant of a registered social landlord to acquire his dwelling. This Order also designates rural areas where this right does not apply.
