The Secretary of State, in exercise of the powers conferred upon him by section 2(2) and (3) of the Energy Conservation Act 1996[1] and all other powers enabling him in that behalf, hereby makes the following Order - Citation and application 1. This Order may be cited as the Energy Conservation Act 1996 (Commencement No. 3 and Adaptations) Order 1997 and applies to England and Wales. Commencement 2. The Energy Conservation Act 1996 as respects energy conservation authorities whose areas are in England or Wales shall come into force -
(b) on 1st April 1997 for all other purposes. 3. - (1) The Home Energy Conservation Act 1995 is adapted in accordance with the following provisions of this article. (2) In section 2 (energy conservation reports), -

Signed by the authority of the Secretary of State Robert Jones Minister of State, Department of the Environment 13th January 1997 (This note is not part of the Order) Article 2 of this Order brings into force, for energy conservation authorities whose areas are in England or Wales, the Energy Conservation Act 1996 as follows - on 14th January 1997 for the purposes of sections 3(1) and 4(1)-(2) of the Home Energy Conservation Act 1995 (power of the Secretary of State to give directions and guidance), and on 1st April 1997 for all other purposes. Article 3 of the Order amends the Home Energy Conservation Act 1995 for England and Wales to enable an energy conservation authority to prepare a separate report on houses in multiple occupation and house-boats. (This note is not part of the Order) The following provisions of the Act have been brought into force by a commencement order made before the date of this Order.
