POLICE

The Police (Common Police Services) (Scotland) Order 1993

The Secretary of State, in exercise of the powers conferred on him by sections 36(5) and 48(3) of the Police (Scotland) Act 1967^[1], and of all other powers enabling him in that behalf, and after consultations in accordance with section 36(5) of that Act with such bodies or associations as appear to him to be representative of police authorities, hereby makes the following Order:

Citation and commencement
    1.    This Order may be cited as the Police (Common Police Services) (Scotland) Order 1993 and shall come into force on 1st April 1993.

    2.    Section 36(4) of the Police (Scotland) Act 1967 (which provides for the recovery by the Secretary of State from police authorities and joint police committees of one half of the expenses incurred by the Secretary of State in establishing and maintaining any central training institution) shall apply to the expenses incurred by the Secretary of State for the purposes of police forces generally, on or in connection with—
 (a) the administration of the Police (Scotland) Promotion Examination;
 (b) police representative and negotiating machinery;
 (c) the Scottish Criminal Record Office;
 (d) attendance of officers at the Police College for England and Wales;
 (e) the Standard Entrance Examination for entry to police forces in Scotland;
 (f) central recruitment publicity;
 (g) the Police National Computer;
 (h) the National Identification Bureau;
 (i) the National Criminal Intelligence Service;
 (j) the Scottish Crime Squad;
 (k) the National Co-ordinator of Ports Policing;
 (l) bomb search training;
 (m) the Animal Rights National Index;
 (n) Police Liaison Officers Abroad;
 (o) Europol.

Revocation
    3.    The Police (Common Police Services) (Scotland) Order 1989^[2] is hereby revoked.

Section 36(4) and (5) of the Police (Scotland) Act 1967 provides for one half of the expenses incurred by the Secretary of State in establishing and maintaining any central police training institution and in providing other common services to be recovered from police authorities and joint police committees. This Order revokes and re-enacts with amendments the Police (Common Police Services) (Scotland) Order 1989 which specified the services which fall within the classification of Common Police Services in Scotland.

Certain amendments reflect changes in administrative practice: reference is made to the administration of the Police (Scotland) Promotion Examination instead of to the Police (Scotland) Examination Board, and to the National Criminal Intelligence Service in place of the National Drugs Intelligence Unit and attendance at meetings of the International Criminal Police Organisation and other international police co-operation. Also, the previous reference to the National Forensic Science Laboratory for Scotland has been omitted as this Laboratory has not been established, and additions have been made to the range of Common Police Services, namely the National Identification Bureau, the Animal Rights National Index, Police Liaison Officers Abroad and Europol.
