EXPLANATORY NOTE

(This note is not part of the Regulations)

The Education (Financial Delegation for Primary Schools) Regulations 1991, which apply to England only, amended section 39 and other sections of the Education Reform Act 1988 so that schemes under Chapter 111 of Part 1 of that Act would be required to provide for financial delegation to all county and voluntary schools. These Regulations amend those earlier Regulations so that, with effect from the coming into force of these Regulations, the earlier Regulations will extend to both England and Wales.
