By virtue of section 42(2) of the 1991 Act, sections 31 and 33 (and section 34 so far as it relates to either of those sections) did not come into force when the Act received Royal Assent but come into force on the day appointed by this Order. Section 31 provides that every harbour authority shall be a local lighthouse authority and amends section 653 of the Merchant Shipping Act 1984 (c. 60). Section 33 provides for the subsequent transfer from a general lighthouse authority to a harbour authority of individual local lighthouses, buoys or beacons and amends section 654 of that Act.
