The Secretary of State for Transport, in exercise of the powers conferred by sections 45 and 46 of the Road Traffic Act 1988[1] and the Department of Transport (Fees) Order 1988[2], and of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:
1. These Regulations may be cited as the Motor Vehicles (Tests) (Amendment) (No. 2) Regulations 1991 and shall come into force on 1st April 1991.
2. The Motor Vehicles (Tests) Regulations 1981[3] shall be further amended in accordance with the provisions of these Regulations.
3. In the Regulations specified in column 1 of the Table below for the amounts specified in column 2 of the Table there shall be substituted the amounts specified in column 3 of the Table. TABLE

4. In Regulation 20(4) for the Table there shall be substituted the following Table

Other vehicles in Class VI
(a) £ 14.20, it the vehicle is submitted for a further examination within 14 days of the date of the issue of the notice of refusal of a test certificate, or
(a) £23.70, in the circumstances described in paragraph (a) of the entry in column 2, or
(b) £28.30, in any other case.

These Regulations amend the Motor Vehicles (Tests) Regulations 1981 ("the 1981 Regulations") in relation to Class VI vehicles (Public Service Vehicles other than those of a type specified in regulation 5(3)) as follows.
(a) The fee payable for an examination under regulation 12 of the 1981 Regulations of a vehicle constructed or adapted to carry more than 12 passengers is increased from £38.00 to £40.60 and where the appointment for such an examination is, at the applicant's request, on a Saturday, the supplement to the normal fee is increased from £24.50 to £26.00.
(b) The fee payable for a re-examination of such a vehicle within 14 days of the date of the issue of the notice of refusal of a test certificate, is increased from £18.75 to £20.00 and where the appointment for such a re-examination is, at the applicant's request, on a Saturday, the supplement to the normal fee is increased from £12.25 to £13.00.
(c) The fee payable for a re-examination of such a vehicle later than 14 days from the issue of the notice of refusal is increased from £38.00 to £40.60 and where the appointment for such a re-examination is, at the applicant's request, on a Saturday, the supplement to the normal fee is increased from £24.50 to £26.00.
(d) The fee payable for an examination under regulation 12 of the 1981 Regulations of a vehicle in any other case is increased from £26.50 to £28.30 and where the appointment for such an examination is, at the applicant's request, on a Saturday, the supplement to the normal fee is increased from £18.00 to £19.10.
(e) The fee payable for a re-examination of such a vehicle within 14 days of the date of the issue of the notice of the refusal of a test certificate, is increased from £13.25 to £14.20 and where the appointment for such a re-examination is, at the applicant's request, on a Saturday, the supplement to the normal fee is increased from £9.00 to £9.50.
(f) The fee payable for a re-examination of such a vehicle later than 14 days from the issue of the notice of refusal is increased from £26.50 to £28.30 and where the appointment for such a re-examination Is, at the applicant's request, on a Saturday, the supplement to the normal fee is increased from £18.00 to £19.10.
(g) The fee payable for the issue of a duplicate test certificate is increased from £8.25 to £8.80.
