LOCAL GOVERNMENT, ENGLAND AND WALES
CHANGES IN LOCAL GOVERNMENT AREAS

The Islwyn (Pontllanfraith and Blackwood Communities) Order 1991

Whereas a water-course forming a boundary line between two areas of local government has been altered so as to affect its character as a boundary line;

And whereas the Secretary of State for Wales, after consultation with the Local Government Boundary Commission for Wales under section 73(2) of the Local Government Act 1972^[1] is satisfied that, having regard to the alteration, a new boundary line may conveniently be adopted:

Now therefore the Secretary of State for Wales, in exercise of his powers under section 73(2) of the said Act, as so applied, and of all other powers enabling him in that behalf, hereby makes the following Order:—

Title and commencement
    1.    This Order may be cited as the Islwyn (Pontllanfraith and Blackwood Communities) Order 1991.

    2.    This Order shall come into force on 18th March 1991.

Changes in areas
    3.    Between:
 (a) the point where the boundary between the community of Blackwood and the community of Pontllanfraith in the Borough of Islwyn and in the County of Gwent meets the eastern side of the turning point of Highfields Way, Blackwood, and
 (b) the point where such boundary meets the point on the Libanus Brook opposite the boundaries between numbers 75 and 77 Montclaire Avenue, Blackwood;
the said boundary shall be a line running along the centre of the culvert containing the Libanus Brook.

A water forming line between two local government areas having been altered pursuant to statutory powers, this Order declares that the line of the centre of the water-course as altered shall be the new boundary.

The substantive areas transferred are shown on the map forming part of this Note.
