CUSTOMS AND EXCISE

The Export of Goods (Control) (Amendment No.4) Order 1989

Made 24th July 1989
Coming into force 31st July 1989

    The Secretary of State, in exercise of powers conferred by section 1 of the Import, Export and Customs Powers (Defence) Act 1939[1] and now vested in him[2] , and of all other powers enabling him in that behalf, hereby makes the following Order:
        1.    This Order may be cited as the Export of Goods (Control) (Amendment No.4) Order 1989 and shall come into force on 31st July 1989.
        2.    The Export of Goods (Control) Order 1987[3] shall be amended as follows:
       (a) after article 2 (xiv) there shall be inserted the following:-
          "(xv) scheduled goods indicated by the letter "Y" are prohibited to be exported to any destination in Syria." ;
       (b) in Group 3I of Part II of Schedule 1, in the unnumbered entry Chemicals (after entry IL 1781 (synthetic lubricating oils and greases)):
         (i) for the letter "I" in heads (1), (2) and (10), there shall be substituted the letters "I, L, Y" ;
         (ii) for the letter "A" in head (5), there shall be substituted the letters "I, L, Y" ; and
         (iii) at the end there shall be inserted the following additional heads:-
                "(13)    Thionyl chloride .......... A

                (14)    Dimethylamine hydrochloride .......... I, L, Y" .

EXPLANATORY NOTE

(This note is not part of the Order)
    This Order further amends the Export of Goods (Control) Order 1987.
    It introduces control of exports of chloroethanol, dimethylamine and potassium fluoride to Libya and Syria (as well as to Iran and Iraq, as currently).
    Control of exports of hydrogen fluoride to any destination is lifted, but exports to Iran, Iraq, Libya and Syria are controlled.
    It introduces control of exports of thionyl chloride to any destination.
    It introduces control of exports of dimethylamine hydrochloride to Iran, Iraq, Libya and Syria.
