The Scottish Ministers, in exercise of the powers conferred by sections 34(2) and 37(2) of the Water Services etc. (Scotland) Act 2005[1] and of all other powers enabling them in that behalf, hereby make the following Order: Citation and interpretation 1. —(1) This Order may be cited as the Water Services etc. (Scotland) Act 2005 (Commencement No. 4) Order 2006. (2) In this Order "the 2005 Act" means the Water Services etc. (Scotland) Act 2005. Appointed Day 2. The provisions of the 2005 Act which are specified in column 1 of the Schedule to this Order, the subject matter of which is described in column 2 of that Schedule shall, so far as not then in force, come into force on 7th September 2006 ("the appointed day"); but where a particular purpose is specified in relation to any such provision in column 3 of that Schedule, that provision shall come into force on the appointed day only for that purpose. (This note is not part of the Order) Article 2 of, and the Schedule to, this Order bring into force further provisions of the Water Services etc. (Scotland) Act 2005 ("the 2005 Act") on 7th September 2006. The Order commences various provisions in Part 2 of the 2005 Act which establishes a licensing system for the provision of water and sewerage services to eligible premises by water services and sewerage services providers. (This note is not part of the Order) The following provisions of the 2005 Act were brought into force by the Water Services etc. (Scotland) Act 2005 (Commencement No. 1 and Savings) Order 2005 (S.S.I. 2005/351), the Water Services etc. (Scotland) Act 2005 (Commencement No. 2) Order 2006 (S.S.I. 2006/40) and the Water Services etc. (Scotland) Act 2005 (Commencement No. 3 and Savings) Order 2006 (S.S.I. 2006/167):
