Glossary of Terms
Terms that may be used when referring to a licence or licence application
Applicant
The person or organisation applying to HMSO for a licence to re-use copyright material.
Application
The application sent to HMSO by the Applicant.
Core
LicenceHMSO’s online Click-Use licence for the re-use of Core Information.
Controller
The Controller of HMSO and Queen’s Printer.
Core
InformationGovernment information which is central to government’s core responsibilities and which is subject to Crown copyright protection.
Crown
Copyright Copyright protected Material that is owned by the Crown.
Delegation of Authority
An agreement made between the Controller and a Department which gives the Department the right to license specified Crown copyright material.
Department List
A list showing how licensing work is allocated to the personnel in the Licensing Division.
Department
The government department, agency or public body that has policy responsibility for the Crown copyright material.
Exclusive Licence
A licence granting an individual or organisation exclusive rights in Material for a certain amount of time, meaning that no other licence can be granted to re-use that Material concerned during that time.
Extracts
Up to 5,000 words of text from a single work. Photographs, diagrams and tables from a single work.
Guidance Notes
Guidance documents issued by HMSO.
Information Database
HMSO’s internal database containing legal and background information on licensing policy.
Intellectual Property Rights
Copyright, designs, patents, inventions and database rights.
Licensing Database
HMSO’s internal computer database containing details of all current licences. Information on this database is protected by the Data Protection Act 1998.
Material
The Crown copyright information the Applicant has applied to re-use.
Parliamentary Copyright
Any material where the UK Parliament or the Scottish Parliament owns the copyright.
Re-use
Any of the acts restricted by copyright as defined in s16 of the Copyright, Designs and Patents Act 1988.
Schedule of charges
HMSO’s schedule of licence fees.
Value Added Licence(s)
The Click-Use licence issued to re-use Crown copyright material which is Value Added, or outside the scope of the Core Licence.
Template
The standard licence terms which form the basis of each Value Added Licence.
Value Added Information
Government information that is protected by Crown copyright, but is not considered central to government’s core responsibilities.
Waiver
Where Crown copyright is asserted and then waived. This means that categories of Material which are subject to waiver can be re-used without a formal licence.
